Aliso Beach Clean Beach Initiative Project [Contact Max Andersen 714-834-3173]

PROJECT: Project is to install package water quality treatment Best Management Practice (BMP) system at J01P28 (just downstream of the San Joaquin Toll-Road) along Aliso Creek.  Water is to be treated to REC 1 standards for bacterial and the treated water is to be returned to the creek.

We continue to work with Clear Creek Systems (CCS) to obtain the surety and are pursuing Counsel and Risk Management approval of language proposed by surety. Earliest Bond submittal is December 29, 2002.

The plans were submitted to MNWD on December 16, 2002 for signature. MNWD has requested that we submit Mylar drawings for signature instead of bond.

Laguna Niguel City Council approved the agreement with Moulton Niguel Water District for the J03P02 indemnification on 12/06/02 subject to minor revisions. These revisions are being worked on between MNWD and The City of Laguna Niguel.

County has received a cost proposal from Clear Creek Systems, Inc. for revision 1 and revision 2 to the construction drawings and has drafted a contract change order for the change in work.

Laguna Niguel City Council approved the agreement with Moulton Niguel Water District for the J03P02 indemnification subject to minor revisions. These revisions are being worked on between MNWD and The City of Laguna Niguel.

Side Agreement between the City of Laguna Niguel and the Moulton Niguel Water District scheduled for the first City Council meeting in December. The side agreement is a prerequisite for County's permit from MNWD.  Project awaiting execution of side agreement, which will allow MNWD to issue discharge permit.

Verbal assurance of Clear Creek Systems, Inc. that they would be have sufficient capital to obtain necessary bonds in 3 weeks.  Notice to Proceed awaiting contractor bonding.

Dry Weather Nuisance Flow Diversion Agreement was approved by County Counsel for Approval as to Form on 9/23/02. County executed the MNWD agreement on 9/30/02.  The agreement and permit is awaiting signature from MNWD.  MNWD awaiting approval from City of Laguna Niguel City Council of side agreement.

Received the Fish and Game Streambed Alteration Agreement number 5-2002-0121 for stagnant plunge pool removal at downstream end of J01P28 structure.

Planning Commission affirms the adequacy of the RMND for the J01P28 Water Quality Improvement project

30 days circulation period starts February 1, 2002 and ends March 4, 2002 for the RMND

AVCA approves in concept the utility agreement for installation and maintenance of the J01P28 Water Quality Improvement Project. The signed agreement was returned to County in February for execution by the Board of Supervisors on May 21, 2002.
